A short disclosure is designed to be read quickly. That convenience does not make it a replacement for every other document in a card program. Read each document for the question it can actually answer.
The CFPB’s prepaid-disclosure guide distinguishes key-fee information from the full set of fees and conditions. Our four-document map adds employer instructions as a separate operational layer: the employer can explain its wage-delivery process without being the source of every card-account term.
The document map
- Short disclosure
- A starting view of key costs and important program information.
- Complete fee schedule
- The place to check the full charge, trigger and any conditions or exceptions.
- Cardholder agreement
- The applicable account terms, features, limits and procedures.
- Employer instructions
- The payroll choice, submission and changeover process for that workplace.

Give each file an identity
Record the program name, issuing institution where stated, version or effective date and where you obtained it. If a file has no date, say so. A document from another employer’s program may be interesting background but is not evidence of your terms.
A worked reading sequence
A fictional worker wants to know whether a particular cash-access method costs anything. They locate the relevant category in the short disclosure, read the complete conditions in the fee schedule and check any associated limits in the agreement. If the employer handout seems to promise something different, they ask for clarification instead of blending the documents into a new rule.
Keep uncertainty visible
Do not assume a blank or absent feature is free. It might not be available, might be described elsewhere or might require a condition to be met. Ask the provider to identify the relevant term. Save the explanation through appropriate private record practices and recheck when a program-change notice arrives.
